05:46 PM -- House Bill 06S-1002

Senator Keller, prime sponsor, said that the bill codifies current policy regarding the treatment of communicable diseases. She said that immunizations are required by federal law, but the requirement does not appear in Colorado statute.

05:51 PM -- Dennis Ellis, Executive Director, Colorado Department of Health and Environment, said that there are services, such as treating communicable disease, for which identification should not be required. He said that this bill is needed to ensure preservation of this core function by the Department.

Dr. Richard Vogt, Public Health Directors of Colorado, supported the bill. He said that there is a chance that federal law in this area could change.

06:01 PM -- House Bill 06S-1017

Senator Bacon, prime sponsor, described House Bill 06S-1017 relating to documentation by an employer that demonstrates compliance with federal employment verification requirements. He said that the Department of Labor would do the inspections required by the bill and that there would be a state fine. He commented on potential amendments to the bill.

06:13 PM -- Tony Gagliardi, NFIB, and Green Industries, and Colorado Motor Carriers, said that he would like to see the bill amended to insert "knowingly" on page 3, line 20.

06:17 PM -- Jimmy Dean, Rocky Mountain Farmer's Union, said that he would not like to see people punished for working in an industry that they have worked in for a long time.

Mark Gould, Gould Construction and Colorado Contractor's Association, pointed out an amendment that he would like to see made to the bill.

Janet Stevens, Colorado Health and Hospital Association, commented on the "whistle- blower" protection language in the bill.
