Representative Knoedler, prime sponsor, presented an overview of House Bill 06S-1013, concerning the documentation necessary for the identification of electors in connection with elections in the state. Representative Knoedler stressed the need for integrity in the election process and discussed a number of amendments that he had drafted to address concerns expressed by county election officials. Representative Knoedler then discussed the citizenship verification process under current law. Committee members received a copy of an e-mail sent to Representative Knoedler by Arapahoe County Clerk and Recorder Nancy Doty expressing concerns with the current voter registration process (Attachment B).

Representative Knoedler reacquainted the committee with House Bill 06S-1013. Representative Knoedler addressed questions of the bill's constitutionality brought by Ms. Hazouri and referred to a federal court ruling upholding similar legislation in Arizona. Representative Knoedler once again described the current citizenship verification process. Discussion ensued regarding recent demonstrations pertaining to immigration issues. Representative Knoedler responded to questions regarding citizens of foreign countries obtaining Colorado driver's licenses and the security of driver's license information.
