Representative White, prime sponsor, presented House Bill 06S-1018. The bill requires any employer or person who hires, recruits, or refers an individual for employment to require the applicant to provide a valid driver's license or identification card. The identification card must include the applicant's photograph, name, date of birth, gender, height, eye color, and address. The employer or person must retain documentation to demonstrate compliance following a complaint to Department of Labor and Employment, Division of Labor (DOL) at the request of the Division. The DOL shall fine any employer who cannot produce the documentation upon the Division's request.

04:34 PM -- Melanie Mills, representing Colorado Ski Country USA, testified on the bill. She discussed the potential impact the bill would have on the ski industry because they hire many international employees with seasonal visas. Ms. Mills stated that the documents they receive cannot be verified quickly. Representative White responded to Ms. Mills' comments. Ms. Mills was asked to explain what is currently required when hiring employees. She explained that the employer cannot ask about the employees status prior to hiring. Once they are hired though, the employee must fill out an I-9 and provide documentation of legal status within 3 days.
