Representative Cloer, prime sponsor, presented House Bill 06S-1002. The bill directs the Department of Public Health and Environment and the Department of Health Care Policy and Financing to administer programs and services that provide for the investigation, identification, testing, preventive care or treatment of epidemic or communicable diseases regardless of a person's immigration status. Also included are programs and services for child immunizations, tuberculosis, HIV/AIDS, and other epidemic and communicable diseases.

Representative Cloer explained that federal law requires everyone who walks into an emergency room be treated regardless of status. If this bill does not pass and there is an outbreak it will cost the state more because the illegal aliens would go to emergency rooms to get treated rather than the local department of health.
