Kirk Mlinek, Director, Legislative Council, presented the publication costs associated with the 2006 blue book. He distributed a memo entitled Publication Costs Associated with the 2006 Blue Book (Attachment B). Mr. Mlinek explained the costs associated with the printing, newspaper publication, and the Spanish translation of the information booklet along with the costs for postage for mailing the booklet to voters in the state. Mr. Mlinek explained to the committee that there are two options for the newspaper publication requirement. Scenario 1, is to print the blue book in all legal newspapers, and Scenario 2 is to publish the booklet in one paper per county. Each option has a different cost associated with it. Mr. Mlinek responded to questions from the committee concerning how Legislative Council responds to requests for the blue book from people who may not have received one in the mail. Susan Liddle from Legislative Council responded and explained that Legislative Council provides extra blue books to county clerks and to the public on request.

Mr. Mlinek responded to a question regarding how the council would select which county papers to publish the Blue Book if Scenario 2 were adopted.

Bob Sweeny and Ed Otte, representing the Colorado Press Association, testified on the two publication options. He stated that he wanted the council to publish the Blue Book in every legal newspaper as it has always done. Mr. Sweeny responded to questions from the committee regarding the cost of publication.

Hillel Goldberg, representing the Intermountain Jewish News, testified on the cost of publication and requested the committee to adopt Scenario 1 and publish the Blue Book in every legal newspaper.

Susan Liddle and Kirk Mlinek returned to the table to explain the actual costs of distribution. They responded to questions on the cost of postage.
