Representative Massey and Representative Jahn distributed amendment L.001 (Attachment E), an article entitled State Film Incentivesdated February 10, 2006 (Attachment F), and a Legislative Council Staff memorandum on the fiscal assessment of proposed amendment House Bill 1362_L.001 (Attachment G). Representative Massey said that amendment L.001 responded to the committee's concern regarding the need for an annual cap on the incentives provided for in House Bill 06-1362. He explained that the amendment requires for FY 2006-07 and each fiscal year thereafter, the General Assembly to annually appropriate $1 million from the General Fund to the Commission to be used for performance-based incentives for the motion picture industry. The amendment also requires that no more than 2.5 percent ($25,000) be used for administrative costs associated with the program.
