Representative Borodkin, prime sponsor, presented House Bill 06-1038. She explained that the bill places the requirements for any person or entity seeking a grant or loan from the Colorado Economic Development Fund into statute. Representative Borodkin discussed an amendment that would remove the requirement in the bill that an entity or person receiving the loan or grant from the fund must pay its employees at least one dollar per hour higher than the federal minimum wage. There was a discussion on the amendment. Representative Borodkin also explained an amendment that would add the requirement that the entity or person receiving the loan or grant from the fund must create one or more new jobs, and that the job must be maintained for at least one year. There was some discussion on that requirement.
