Senator Tochtrop, prime sponsor, commented on the bill which requires the posting of signs at the Rocky Flats Wildlife Refuge.

02:49 PM -- Jeanette Hillery, League of Women Voters, opposed the bill due to its "lack of process", and in particular in regard to the failure of local governments to be involved with the development of signage under the bill. She said that there could be a conflict over jurisdiction since the facility is on federal land.

Lorraine Anderson, Rocky Flats Stewardship Council, and City of Arvada, opposed the bill. She said that it is premature, as visitors will not be present on the site for five years.

Howard Roitman, Colorado Department of Public Health and Environment, said that he has not taken a position on the bill, but that he has some concerns with the bill. He said that the bill may raise some concerns from the public about the safety of visiting the site.

Richard Schassburger, U.S. Department of Energy, commented on cleanup activities. He said that the process for determination of signage is not complete.

Bob Kinsey, Colorado Coalition Against Nuclear War, commented on and supported the bill. He said that the danger of radiation exposure is under debate. He said that there was no clean up at the site below three feet and that some hot spots could remain. He said that citizens should have complete information about the site and said that the bill will be a statement from the General Assembly that residents of the state should be fully aware of this situation.
