11:34 AM -- House Bill 06-1320 - Concerning the Promotion of the State Lottery

Representative Hefley, prime sponsor, explained that House Bill 06-1320, allows the director of the State Lottery Division to promote the lottery by establishing promotional drawings. A promotional drawing is defined to mean a prize promotion involving the conduct of giveaways through the use of free chances, for purposes of commercial advertisement of the lottery, the creation of goodwill, the promotion of new lottery products, or the collection of names. Representative Hefley said that the bill specifies that promotional drawings are not subject to regulation and are not to be deemed a lottery or game of chance.concerning the promotion of the lottery by the State Lottery Division Director.

Mr. Tom Kitts, Colorado Lottery, testified in support of the legislation and responded to committee questions. Mr. Kitts discussed promotional tools that the lottery has used over the years and said that the bill would remove provisions in state law that require the state to have oversight over promotional drawings.
