Representative Butcher reviewed the provisions of Senate Bill 06-136, concerning authorization of a nursing teacher loan forgiveness program. She provided background information and the reasons for bringing the bill.

Dr. Mike Davis, representing community colleges and specifically Pueblo Community College, testified in support for the bill. He indicated that finding adequate faculty was a challenge facing the college. He testified that the bill could encourage nurses to pursue a master's degree.

Dr. Davis responded to questions regarding the expenses for nursing programs and salary levels for nursing faculty. He stressed the importance of attracting and retaining quality faculty. Representative Butcher provided background information on loan forgiveness. Dr. Davis clarified issues around qualifications for faculty, including requirements for accreditation. Committee discussion continued on pursuit of a master's degree and increasing salary levels for nursing faculty.

Representative White reviewed the provisions of Senate Bill 06-130, concerning the restoration of funding for boards of cooperative services (BOCES). He discussed the background of BOCES and the provisions of the bill.

He walked the committee through the recent history of funding and statutory provisions for BOCES. He encouraged the committee to support the restoration of funding that the bill would provide.

Don Stratman, Executive Director, Colorado BOCES Association, testified in support of the bill. He indicated the resources that BOCES provide and stated that the restored funding would be an incentive for the BOCES to build capacity.

Representative McKinley, prime sponsor, reviewed the provisions of Senate Bill 06-065, concerning the capital construction needs of Colorado public schools and discussed the background for bringing the bill.

12:14 PM -- Mary Wickersham, representing the Donnell Kay Foundation, testified on the bill and described the codification the bill would make of some current practices through the Colorado Department of Education. She further described the need for establishment of school building standards.

Ms. Wickersham responded to questions from committee members about the goals for a needs assessment. In addition, she responded to questions about the estimated fiscal impact of a needs assessment.

The committee continued to discuss the cost of a needs assessment. Ms. Wickersham answered questions regarding the costs incurred when the Donnell Kay Foundation evaluated building facilities in eight school districts.
