04:59 PM -- House Bill 06-1129

Representative Lundberg presented and testified to the merits of House Bill 06-1129, concerning a change to the "Colorado Income Tax Act of 1987." The bill exempts from state income tax income earned by a Colorado resident for service in the U.S. armed forces. Representative Lundberg provided copies of a memorandum to the committee regarding income tax exemption for active duty military members (Attachment I). Representative Lundberg and Mr. Ron Kirk, Legislative Council Staff, responded to questions regarding residency requirements to qualify for the income tax exemption.

Mr. Herman Stockinger, Legislative Liaison, Colorado Department of Transportation, testified in opposition to the bill. Mr. Stockinger noted the impact of the bill with regard to the Senate Bill 97-001 transfer. The committee had no questions for Mr. Stockinger.


05:10 PM --
Staff Sergeant Owen Sisbarro, representing himself, testified in favor of House Bill 06-1129. Staff Sergeant Sisbarro comments focused on the economic benefits that would be realized by armed forces members as a result of the bill. Staff Sergeant Sisbarro responded to a question regarding his military pay and the pay scale for members of the National Guard.

Mr. Walter Paul, Legislative Liaison, Department of Military and Veterans Affairs, testified in favor of the bill. Mr. Paul provided further information regarding military pay scales and answered a question regarding a cap on income eligible for the exemption.

Mr. George D. Thomas, representing the United Veterans Committee of Colorado, testified in favor of House Bill 06-1129. The committee had no questions for Mr. Thomas.

A discussion ensued regarding the proper role of the federal government in providing increased remuneration to members of the military and the possibility of running a resolution in the future regarding this issue.
