Senator Evans, prime sponsor, presented SCR 004 concerning a constitutional convention. The resolution submits, at the next general election, the proposal of holding a convention to revise, alter, and amend the state constitution, with any referred measure from the convention requiring the vote of 2/3 of the delegates. Senator Evans talked about the difference between referred constitutional measures and legislative action. He answered questions from the committee regarding the manner and organization of the drafting of the resolution.
