Representative Hoppe, prime sponsor, summarized the provisions of HB 06-1132, which authorizes the sale of animals impounded under the state's animal cruelty laws. Under the bill's provisions, proceeds from the sale of impounded animals will be used to fund expenses incurred by an agency for the care and sale of the animals, and any unspent moneys will be turned over to the owner, if known. The bill makes other provisions concerning the cost of care as it relates to court hearings on the issue and the definition of restitution in criminal sentencing.
