SB06-148 was put back on the table and Senator Tapia, prime sponsor, reintroduced the bill to the committee. SB06-148 was previously heard by the committee on 2/14/06.

Bill Thiebaut, District Attorney, 10th Judicial District, testified in support of SB148 and voiced concerns that community perceptions of local law officers is worsening. Mr. Thiebaut stated that there is a need for local law enforcement to improve relationships with their communities. He informed the committee that this bill will help build partnerships between the local law enforcement and at-risk communities. This bill will establish policy for local community policing programs to open communication and assistance with their communities and to cultivate early crime prevention. Mr. Thiebaut addressed questions from the committee.

Captain Steve Carter, Denver Police Department, testified in support of SB148 and informed the committee that community policing programs are instrumental in improving public relations, public safety, and identifying problem solving efforts with the community. Captain Carter voiced concerns over decreasing federal funding for community policing programs and noted that these type of programs are in need of funding from the state. Mr. Carter addressed comments and questions from the committee.
