Representative Buescher, prime sponsor, explained the provisions of the bill and commented on the events that led to the bill's introduction. The bill permits the sale and direct shipment of wine produced in-state or out-of-state to consumers in Colorado or out-of-state under certain conditions. The committee briefly discussed the bill as it pertains to mechanisms that would restrict the ability of a shipping agent to ship wine to minors.

Mr. Matt Cook, Director for the Colorado Department of Revenue, Liquor Enforcement Division, responded to committee questions about House Bill 06-1120. Mr. Cook explained the process of obtaining shipping permits for the sale of wine to consumers in Colorado and outside of the state. Mr. Cook explained the collection and remitting process for excise taxes by Colorado wineries.

02:01 PM -- Mr. Doug Caskey, Colorado Wine Industry, testified in support of the legislation and commented that the legislation would work to expedite the permitting process for shipping wine. Mr. Caskey said that House Bill 06-1120 will help small wineries to better serve their customers.

Ms. Micki Hackenberger, Wine and Spirit Wholesalers, testified in support of the legislation and commented on the constitutionality of state law as it applies to wine shipping in Colorado.
