Senator Spence introduced SB 06-013, concerning the extension of the surcharge associated with the security features found on drivers' licences. The bill allows for the extension of the 60 cent surcharge on the issuance of all driver's licenses and ID cards that was scheduled to end July 1, 2006.

Kirstie Nixon, Chief Investigator, Motor Vehicle Business Group, Department of Revenue (DOR), testified in support of the bill. Ms. Nixon provided background information on the bill and discussed the DOR's current security features of drivers' licences and ID cards, which include proof of lawful presence, fingerprint matching, biometric features, and image retrieval.

Ms. Nixon answered questions from committee members and stated that the 60 cent surcharge will allow DOR to maintain current security features and add new features. Ms. Nixon also explained that drivers' licences and ID cards are mailed to applicants from a centralized location. Applicants receive their license within 30 days.


09:54 AM -- Cindy Stenson, Deputy State Auditor, Office of the State Auditor, provided information pertaining to the prepared amendment L.001 (Attachment A). She explained that the amendment extends the deadline for a required audit for two years due to the provisions of the federal Real ID Act.
