12:11 PM -- Senate Bill 06-199

Representative Rose, sponsor, presented the bill making largely technical changes to the child care licensing act. A Department of Human Services document was distributed to committee members (Attachment A). Representative Rose answered questions about criminal backgrounds of child care employees, child care licensing fees, and the exemption of child care facilities open less than 90 days.

Peg Long, Colorado Association of Family's and Children's Agencies (CAFCA), spoke in support of the bill. She described foster care homes and child care homes as having separate licenses. As a result, a single agency cannot currently act as both types of entities. Ms. Long described the work of cradle care homes, foster care homes for infants.

12:34 PM --
Terri Santi, Department of Human Services, spoke in support of the bill. She answered questions about current law regarding child care employees who have committed misdemeanors. Representative Rose described procedures for child care license renewal. Ms. Santi discussed situations in which license renewal might be denied.

12:48 PM -- Senate Bill 06-196

Representative McGihon, sponsor, presented the bill allowing the governor to appoint a nurse to the State Board of Nursing in the event that a candidate meeting existing appointment criteria is not available.

Rose McCool, Department of Regulatory Agencies, spoke in support of the bill. She described problems the Board has had recently trying to fill a vacancy for a licensed practical nurse (LPN). She answered questions about Board members who may be from rural areas.

12:52 PM --
Paula Stearns, Colorado Nurses Association, spoke in support of the bill. She described the Board of Nursing membership and work done by Board members. She described the commitment required of Board members to be significant. She encouraged a sunset date to be added to the bill. Representative McGihon stated the Board will sunset in 2010. Ms. Stearns answered questions about the bill's affect on criteria for the chairman of the Board and the possibility of eliminating the requirement to have a Board member who is from a rural area. Committee members discussed electronic participation in Board meetings. Ms. Stearns answered questions about reasons for the Association's support of the bill.
