Representative Schultheis, prime sponsor, provided an overview of House Joint Resolution 06-1037, concerning the convening of a special session for the purpose of addressing issues arising from illegal immigration in Colorado. Representative Schultheis provided background on the immigration-related action taken by the legislature during the current legislative session and explained the need to convene a special session.

Discussion ensued regarding the status of legislation seeking to create a program to verify the residency status of employees and the need for the state to act on immigration issues. Representative Schultheis responded to questions regarding the votes needed to pass the resolution out of the legislature and the fiscal impact of the resolution. Representative Schultheis then responded to questions regarding the potential for citizen initiatives pertaining to illegal immigration to appear on the ballot. Discussion followed regarding the potential for solutions to the illegal immigration issue to come out of a special session.
