Senator Johnson introduced House Bill 06-1271. The bill changes from five to three the maximum number of children for which a specialized group facility may provide care and creates a special type of child care called "treatment foster care".

Judy Rodriguez, Colorado Department of Human Services, testified in support of the bill. She stated that the department has identified a deficit in the continuum of care for children placed out of the home. She explained that children with chronic mental illness or severe health needs currently receive treatment out of state and that treatment foster care will allow such children to remain in the state and receive appropriate services.

Peg Long, Colorado Association of Family and Children's Agencies, testified in support of the bill and testified to the gaps in the current continuum of care for foster care children with special needs.

Bob Tiernan, Child Placement Agency Network, testified in support of the bill and testified that the creation of treatment foster care will provide an appropriate care setting for some children with special health needs.
