The committee came to order. A quorum was present. Representative Weissmann welcomed the committee and provided opening remarks. He also announced that HB 06-1047 would not be heard today.


02:03 PM -- House Bill 06-1025

Representative M. Carroll provided an overview of HB 06-1025, concerning concurrent legislative jurisdiction over the real property constituting Buckley Air Force Base. In response to a question from Representative Ragsdale, Representative M. Carroll explained the jurisdictional arrangement over the property. In response to a question from Representative Weissmann, Representative M. Carroll explained the ramifications of this bill not being approved. A discussion ensued pertaining to state and federal jurisdiction issues. Representative Gallegos asked about the purchase price of the property, and Representative M. Carroll deferred to witnesses to answer the question.

Colonel Martin Whelan, Vice Commander of the 460th Space Wing at Buckley Air Force Base, testified in favor of the bill, and provided a quick summary of the facts and a historical overview regarding the property constituting Buckley Air Force Base. Included in the overview was an explanation of the problems created by having two jurisdictions on the property, including local community impact, and the need for creating concurrent jurisdiction. The overview also mentioned the support of various elected officials for the bill.
