08:24 AM -- Discussion Regarding a Facility on the Western Slope for the Colorado Bureau of Investigation

Mr. Bob Cantwell, Director, Colorado Bureau of Investigation (CBI), opened a discussion regarding the potential construction of a new CBI facility on Colorado's Western Slope. Mr. Cantwell was joined by Mr. Pete Mang, Deputy Director, CBI, Mr. Erick Scheminske, Budget Director, Department of Public Safety, Mr. Jonathan Lurie, Budget Analyst, CBI, Mr. Larry Friedberg, State Architect, and Mr. Mike Karbach, Manager of Real Estate Programs for State Buildings and Real Estate Programs. Committee members received a memorandum prepared by Legislative Council Staff with background information the proposed CBI facility (Attachment D). Mr. Mang briefly discussed the need for a new CBI facility. Mr. Friedberg outlined the process by which a site in Grand Junction was selected. Mr. Karbach explained the planned financing and lease arrangements for the new facility. Mr. Mang responded to questions regarding the process by which the current CBI facility came to be located in Montrose. Mr. Mang further explained the reasons for locating the new facility in Grand Junction, and the areas served by new facility.

Mr. Karbach answered questions regarding the proposed facility's lease arrangement. A discussion ensued regarding the applicability of state statutes to the real estate transaction for the facility, and some questions arose regarding statutes cited in Attachment D. Ms. Jennifer Moe, Legislative Council Staff, provided clarification regarding the attachment. Mr. Lurie and Mr. Karbach provided background regarding the preferred real estate arrangement for the proposed facility. The presenters and the committee agreed to further discuss financing and lease arrangements for the proposed CBI facility at a later date.
