Senator Sandoval, chair, called the meeting to order. President Fitz-Gerald, prime sponsor, presented HB 06-1344 which establishes legal domestic partnerships in the state of Colorado. Additionally, it specifies eligibility requirements, definitions, procedures, rights, responsibilities, and means for terminating domestic partnerships. She discussed a clarifying amendment (L.029) stating that county clerks would collect any license fees as a result of the bill, not the state (Attachment A). She discussed the benefits and rights that would be provided to couples in domestic partnerships and stated that the bill was important as same-sex couples are currently not treated equally as married couples.

In response to Senator Tupa, President Fitz-Gerald clarified that domestic partnerships would be granted some of the rights and benefits given to married couples, not all.

Mr. Michael Brewer, Equal Rights Colorado, spoke in favor of bill. He indicated that the bill would provide same-sex couples access to economic security as they would be eligible for some of the same benefits and rights granted to married couples.
