Representative Hoppe, sponsor, described the provisions of HB 06-1293 concerning fees on gravel mines that expose groundwater to evaporation in over-appropriated basins. In over-appropriated basins, there is not enough water to satisfy all water rights. She also described Amendment L. 001 (Attachment A) that amends the bill's title.

The following persons testified on the bill:

10:56 AM -- Jack Byers, Deputy State Engineer, spoke in support of the bill and explained that fees on gravel permits have not been adjusted since 1993. He also described the expenses associated with administering the gravel mine permit program by the Division of Water Resources.

11:01 AM -- Ben Frei, Colorado Rock Products Association, spoke in support of the bill and explained that the additional revenue may help the Division of Water Resources reduce delays in issuing permits for gravel mines.

11:03 AM -- Representative Hoppe described the provisions in the law that regulate the collection of the gravel permit fees and said that the Colorado Water Congress supports the bill.
