Senator Owen, prime sponsor, reviewed the provisions of Senate Bill 06-123 concerning the use of lethal force by the federally recognized National Guard. He distributed amendment L.002 (Attachment A), which addresses some of the concerns previously expressed by the committee. The committee discussed the amendment and instances in which the National Guard would use lethal force. Senator Owen spoke to the training of the National Guard. Senator Tupa suggested an amendment that would add a time limit to the bill. Senator Fitz-Gerald commented on the applicability of the bill pursuant to public and private property.
