Mr. Kramer described a second proposal to acquire the fee title from the Candelaria family for property adjacent to Navajo Lake State Park near the town of Arboles. A description of the proposal was included in Attachment A (pages 4-6) prepared by Legislative Council Staff, and committee members received a description of the transaction prepared by Parks (Attachment C).

Discussion ensued regarding the potential for turning the Cumbres and Toltec Railroad into a state park. Discussion followed regarding the approval of the committee's capital construction priority list by the Joint Budget Committee and funding of capital construction in future years. Ms. Jennifer Moe, Legislative Council Staff, explained the legislative process for transferring monies for capital construction. The committee then discussed the status of committee-initiated legislation.
