Anne Moore, Arapahoe House, spoke in favor of the bill. She stated approximately 30,000 youth are abusing substances. Very few receive treatment.

Don Eberle, Urban Peak, spoke in support of the bill. He stated many homeless youth have substance abuse problems. Substance abuse issues must be addressed before youth can be expected to return to school.
