Senator Sandoval, prime sponsor, reviewed the provisions of House Bill 06-1050, concerning the creation of a budget stabilization fund, and, in connection therewith, requiring the appropriation of general fund moneys and the crediting of portions of General Fund surplus and tobacco settlement moneys to the Budget Stabilization Fund under specified circumstances and allowing appropriations from the budget stabilization fund under specified circumstances. Senator Sandoval responded to questions from the committee regarding the funding structure of this program. Senator Johnson asked how this proposal works with the reserve fund Colorado has currently.

The committee discussed when it is advisable to spend moneys out of the proposed "rainy day fund", and the vote requirement to do so. Further, the committee discussed concerns about the source of funding for the fund.
