11:29 AM -- Senate Bill 06-201

Senator Sandoval, chair, called the meeting to order. Senator Veiga discussed the provisions of SB 06-201 which extends the period that state income tax returns will include a voluntary contribution designation benefitting the Colorado Domestic Abuse Program Fund from tax year 2006 through tax year 2016. She explained that the checkoff is the state's second oldest and receives a significant amount of contributions.

The following persons testified on the bill:

Ms. Annmarie Jensen, Colorado Coalition Against Domestic Violence, spoke in favor of the bill and explained how the checkoff provides support for domestic violence victims. She indicated that 5,000 domestic violence victims were turned away from shelters last year due to a lack of funding.

11:33 AM --
Ms. Ruth M. Glenn, administrator for domestic abuse services at the Department of Human Services, testified in favor of the bill.

Senator Teck indicated that he would support extending the checkoff for another ten years rather than three because it was created before 1985 (thus it should be exempt from the three year extension provision) and because it receives a significant amount of contributions.

Senator Teck distributed a graph prepared by Legislative Council Staff on the amount of contributions to various income tax checkoffs since 1995 (Attachment A). He explained that the graph showed that the economic downturn more likely caused the decline in contributions rather than the increasing number of checkoffs.
