Senator Takis, chair, called the meeting to order.

11:53 AM -- House Bill 06-1176

Senator May, prime sponsor, explained the provisions of House Bill 06-1176, concerning the authorization of kit motor vehicles. The bill defines a "kit vehicle" as a passenger-type motor vehicle assembled by someone other than a licensed manufacturer from a kit that includes a prefabricated body and chassis and is accompanied by a manufacturer's origin statement. The bill specifies that the year on the certificate of title is the same year on the kit manufacturer's origin statement. It exempts these vehicles from the emissions inspection program. Senator May distributed a bill summary sheet for HB 06-1176 (Attachment A).

The following person testified:

11:56 AM -- Keith Hall, representing the Old Car Council of Colorado, testified in support of the bill. He stated that he is a current owner of a kit vehicle. In addition. Mr. Hall stated that the County Clerks Association also support HB 06-1176. Mr. Hall answered questions from committee members and stated that kit vehicle are rarely driven.

12:02 PM -- House Bill 06-1294

Senator Isgar, prime sponsor, explained the provisions of House Bill 06-1294, concerning the issuance of a rebuilder's certificate of title for motor vehicles for the purposes of restoring such vehicle. The bill allows the Department of Revenue (DOR) to create a new type of title for vehicle in the process of being rebuilt. An applicant for such a title will be required to furnish specific documents to the DOR. Senator Isgar distributed a bill summary sheet for HB 06-1294 (Attachment B).

Harold Naber, representing the Old Car Council of Colorado, testified in support of the bill. He stated that restoring an old vehicle is costly and time consuming. In addition, he stated that it is important to establish ownership of the vehicle before the restoring process is started. Mr. Naber answered questions from committee members and stated that the bill will create a new type of title for vehicles in the process of being rebuilt.

John Mack, representing the Old Car Council, introduced himself and indicated that he supports of the bill.

Leo Boyle, lobbyist for the Old Car Council, came to the table to answer questions and stated that the Colorado State Patrol was involved in the drafting of the bill.
