Joe Morales, Executive Director of the Colorado Department of Public Safety, gave brief opening comments. Colonel Mark Trostel, Chief Officer of the Colorado State Patrol, spoke about the duties and priorities of the State Patrol. He directed the committee to sections of the main briefing document (Attachment A) that show a reduction in the fatal crash rate. He also presented the various responsibilities of the State Patrol. He distributed the annual report of the Colorado State Patrol (Attachment B). Chief Trostel responded to questions regarding a possible cap on the number of participants in Colorado bicycle races.

Paul Cook, Director of the Division of Fire Safety, joined the panel at the table to discuss fire-related deaths and injuries. He discussed the cooperation between the Division of Fire Safety and local volunteer fire departments in reducing fire-related loss. Mr. Cook emphasized the efforts of the department to create a rapid deployment plan in the case of a major disaster. Mr. Cook responded to questions from the committee regarding response to wildfires.

Chief Trostel discussed the Office of Preparedness and Safety. He talked about funding and staffing for that area. Carol Poole, Acting Director of the Division of Criminal Justice, talked about the duties and responsibilities of DCJ. She directed the committee to a report entitled "Crime and Justice in Colorado, 2004" (Attachment C). Ms. Poole discussed the role of community corrections in the reduction of recidivism rates. She introduced Chris Lobanov-Rostovsky, Director of Sex Offender Management Unit, who explained his department's role in the community and the department. He discussed the report he distributed to the committee entitled "Report on the Safety issues Raised by Living Arrangements for and Location of Sex Offenders in the Community" and referenced another handout consisting of statistics about sex offenders (Attachments D and E).

Bob Cantwell, Director of the Colorado Bureau of Investigation (CBI), came to the table. He discussed the various decision items in CBI's budget and the reasons behind each of those. Mr. Cantwell responded to questions from the committee regarding methamphetamine traffic through Colorado and the links between methamphetamines and identity theft.
