11:50 AM -- House Bill 06-1338

Senator Fitz-Gerald, prime sponsor, introduced HB06-1338, which enables areas contiguous to the Regional Transportation District (RTD) boundary to be included into the district, pending a successful election authorized by the district's board of directors. The bill requires that an election be requested by a petition signed by a specified portion of eligible electors or by a resolution by a board of county commissioners. Senator Fitz-Gerald explained that portions of Clear Creek County desired to be included in the RTD for the purpose of having mass transit provided to the extended areas beyond current RTD boundary. Senator Fitz-Gerald explained prepared amendment L.001 (Attachment A), which will allow portions of counties to be included without including the entire county.

Marla Lien, General Counsel for RTD, testified in support of HB06-1338 and explained that current law includes several methods for changing the boundaries of the RTD. Ms. Lien spoke to the amendment, explaining that it would allow elections for areas contiguous to the RTD boundary without including the entire county. She also informed the committee that the RTD board voted in support of HB06-1338.
