Senator Boyd discussed draft conference committee report CLSB230.006 (Attachment A). She explained that the draft report gives authority to the state Board of Pharmacy to exempt a pharmacy benefits entity from the licensing and criminal history check requirements contained in the rerevised bill. The report also removes the bonding requirements contained in the rerevised bill. During the roll call vote, Representative Kerr asked for clarification regarding what groups are exempted from the licensing and criminal history check requirements. Senator Boyd responded that nonprofit groups are exempted from the portions of the bill that require licensing and criminal history checks, but still must comply with the pedigree requirements of the bill. Senator Boyd pointed out that nonprofit groups are licensed by the state Board of Pharmacy.
