Senator Fitz-Gerald, prime sponsor, reviewed the provisions of House Bill 06-1317 concerning the development of state energy planning information, and, in connection therewith, making an appropriation.

Jeremy Boak, representing the Colorado Energy Institute of the Colorado School of Mines, testified in favor of the bill. He said the Colorado Energy Profile will help enhance the energy industry within the state.

Dr. Lakshman Guruswamy, representing the University of Colorado, testified in favor of the bill. He spoke to the need for Colorado to implement the Colorado Energy Profile.

02:21 PM --
Drew Bolin, representing the Office of Energy Management Conservation, testified in opposition to the bill. He indicated that there are only three states that have implemented a program similar to this bill. He said this information exists, and further stated that there is no need for a centralized location of this information. He offered the Governor's Office could handle this issue in a way that would not divert Severance Fund dollars. Senator Fitz-Gerald expressed concern with this program being established under the executive branch.

Dr. Guruswamy returned to the table to address the statements made by Mr. Bolan. He spoke to the need to have up-to-date statistics, and the need for this program to be policy neutral.
