Representative Frangas, sponsor, presented the bill regarding provider sanctions under the Medicaid program. The bill was before the committee for action only. The bill's hearing was conducted on February 6. Representative Frangas distributed and moved amendment L.004 (Attachment A). He distributed L.007 and moved a substitute motion to adopt L.007 (Attachment B). He answered questions about the cost of mediation and dispute resolution and the definition of "retaliation" and "adverse action." He stated the definition of "adverse action" is provided on lines 18 to 22 on page 2 of L.007. He answered questions about the qualifications of volunteers in dispute resolution processes. Representative Green discussed feedback she has received from physicians regarding acceptance of Medicaid patients. Representative Frangas stated the proposed dispute resolution process is meant to help resolve problems before they "ramp up." Representative Stafford discussed qualifications of dispute resolution volunteers. Representative Frangas answered questions about preventing frivolous actions against providers.

Representative Riesberg discussed his concerns regarding the providers targeted by the bill.
