08:24 AM -- Department of Corrections Presentation Regarding VOI-TIS Funds

Mr. L.D. Hay, Director of Finance and Administration, and Mr. Gary Golder, Acting Director for Prisons, Department of Corrections (DOC), discussed the potential for using federal Violent Offender Incarceration-Truth In Sentencing (VOI-TIS) monies to fund DOC projects. Mr. Hay opened the discussion, and Mr. Golder explained the various projects that could be funded with VOI-TIS monies. The committee received a memorandum containing background on the subject and detailing the various potential VOI-TIS funded projects (Attachment A). Mr. Hay responded to questions regarding custody levels at Fort Lyon Correctional Facility and the priority order for the various potential VOI-TIS-funded projects. Mr. Hay then explained the VOI-TIS application process and DOC's current status in the application process. A discussion ensued regarding the source of the state share of funding for VOI-TIS projects.

Mr. Hay provided an update regarding Phase II of the San Carlos Correctional Facility Expansion. Mr. Hay referenced page 2 of Attachment A, which includes details regarding the expansion project, as well as a graph detailing projected growth in the state's prison population in comparison to the department's future capacity for housing male offenders with mental illness. A discussion ensued regarding issues related to this graph.
