Senator Hanna introduces SB047, which expands health assurance laws within the statutes by expanding the number or communities health insurance

Senator Hanna responded to questions from the committee regarding the sales taxing ability of assurance districts, the option for sales tax increases within these districts, and how the local health districts are formed.

Chris Howes, from Colorado Retail Council, commented on the bill and clarified questions regarding Colorado sales tax collection within districts. Mr. Howes presented Amendment 002 (Attachment A)

Mr. Howes answered questions from the committee concerning multiple jurisdictions within the boundaries of health districts, the exclusion of assurance districts from collecting sales taxes.

Senator Hanna entered closing comments on her bill and addressed the issues of taxation within special districts and the Fiscal Note, which determined that there was no fiscal impact attached to this bill. Senator Hanna requested that the committee send the bill to the committee of the whole with a favorable recommendation.
