Representative Schultheis presented an overview of House Bill 06-1286, concerning verification of the immigration status of employees of a retail food establishment regulated by the department of public health and environment. Representative Schultheis cited medical journals and newspaper articles regarding infectious diseases.

The following person testified regarding House Bill 06-1286:

03:21 PM -- Dr. Richard L. Vogt, representing Public Health Directors of Colorado and the Tri-County Health Department, testified in opposition to House Bill 06-1286. Committee members received a position paper on the bill by the Public Health Directors of Colorado (Attachment K). Dr. Vogt explained that identifying illegal immigrants is outside the mission of public health departments and that passage of the bill would place additional burdens on such departments. Dr. Vogt responded to questions regarding the impact of illegal immigration on public health. Discussion ensued regarding diseases that can be transmitted through food and food handling.
