10:12 AM -- House Bill 06-1332

Senator Kester, prime sponsor, presented his bill and explained that the bill recategorizes Las Animas County from a category III to a category II county. Senator Kester explained that the county's assessed valuation has increased due to population growth and increasing oil/gas activity -- both resulting in an increasing burden on the county. Senator Kester explained that the elected officials of Las Animas County have endorsed this bill for the category change.

Pat Ratliff, Colorado Counties Inc., testified in support of HB06-1332 and explained the structure of county categories and what criteria is considered for category changes. Ms. Ratliff explained that different counties have varied circumstances for re-categorization.
