09:33 AM -- Senate Bill 06-132

Senator Brophy, prime sponsor, introduced his bill and explained that it is a bill to extend the sunset date and continue funding for the Domestic Wastewater Treatment Grant Program. Senator Brophy explained that this grant program helps local communities build wastewater treatment facilities. Senator Brophy responded to questions from the committee regarding the needs of unincorporated areas to construct domestic wastewater treatment projects.

Steve Gunderson, Executive Director, Water Quality Division, Colorado Department Public Health and Environment, explained that this bill will extend the repeal date of the domestic wastewater treatment grant program for another four years. Mr. Gunderson explained that there is no current federal funding for the program, which was receiving approximately $1.5 million per year prior to being de-funded in 2002. He spoke to the need to extend the repeal date of the grant program in case federal funding returns for this grant program in the future. Mr. Gunderson responded to questions regarding low-interest loan programs distributed by the Water Quality Division.
