Representative Merrifield, prime sponsor, reviewed the provisions of Senate Bill 06-046, concerning the study of an education system ranging from pre-kindergarten through higher education. He discussed the goals for the study and distributed two hand-outs (Attachments E and F).

The committee discussed the goals for the study in comparison to the work and charge of the Governor's Alignment Council, which is currently meeting. Two additional hand-outs were distributed (Attachmens G and H).

Janet Gullickson, representing the American Association of University Professors, testified in support of the bill. Dr. Gullickson testified about what a good education system requires beyond a solid curriculum.

02:50 PM -- Art Bogardus, representing the Colorado Association of Career and Technical Education, testified in support of the bill. He described the types of efforts that can be supported and the need for further study of the programs that work.

Spud Van de Water, representing himself as a consultant on P-16 education, testified in favor of the bill. He spoke to the importance of strong staffing for such a study, and updated the committee of the work on the Governor's Alignment Council.

Jane Urschel, representing the Colorado Association of School Boards (CASB), testified in support of the bill. She said that a P-16 Council has been identified as a high priority of CASB.

Bruce Atchison, representing the Colorado Children's Campaign, testified in favor of the bill.
