10:35 AM -- House Bill 06-1363 - Concerning Grants for Programs that Prevent Juvenile Delinquency (for action only)

Representative Benefield, prime sponsor, distributed amendment L.006 (Attachment A) to committee members and explained that the amendment requires the board to allocate grants awarded through the delinquency prevention program to the division for the Tony Grampsas youth services program. Grants must equal thirty percent of the amount annually appropriated for the 2006-07 fiscal year and fiscal years thereafter. Amendment L.006 also removes traffic misdemeanors as an offense under the bill.

The committee discussed the amendment and Representative Frangas moved a conceptual amendment that would amend amendment L.006. The conceptual amendment would require that at least 15 percent of the funds from the program or 30 percent of the funds specified in L.006, to be allocated to under-served communities. After a brief committee discussion, Representative Vigil place the bill on the table for action.
