The meeting was called to order by the chair, Representative Solano.

Representative Solano provided background about the current version of the bill and the potential for additional funding. Senator Spence asked questions about the future of the program. Senator Shaffer spoke to amendments that were added in the Senate to authorize the use of local and state funds in partnership.

Senator Williams provided additional background about the early childhood councils. The committee discussed potential amendments to the rerevised bill.

Jane Ritter, Office of Legislative Legal Services, discussed potential amendments and the issues within the scope of the differences between the two chambers.

The committee continued to discuss amendments regarding longitudinal assessment of those going through the programs.

Jennifer Landrum, Colorado Children's Campaign, came to the table to discuss tracking of longitudinal outcomes.

Committee members discussed amendments made in the Senate. Ms. Landrum responded to additional questions. She described participants who might not be a part of a public program and what the committee wanted in a longitudinal growth or unique student identifier requirement.
