Senator Gordon, prime sponsor, explained the provisions of the HB 06-1302, concerning auto emissions testing. The reengrossed bill requires the Department of Public Health and Environment (DPHE) to work with Colorado's emissions program contractor to develop a "high emitter program" that is acceptable to the federal Environmental Protection Agency. The program would identify, repair or scrap motor vehicles whose emissions are substantially above the acceptable level of the state's current Automotive Inspection and Readjustment (AIR) Program standards.
