Representative Larson, sponsor, described the provisions of HJR 06-1015 concerning the proposed Village at Wolf Creek on Wolf Creek Pass in southwestern Colorado. He explained that the development would include an access road across U.S. Forest Service Land and described the Environmental Impact Statement (EIS) related to this development. He also responded to questions from the committee.

A letter from Representative Gallegos was distributed to the committee (Attachment A).

Representative Gardner, sponsor, explained that the committee heard testimony on SB 06-114 on March 13 and summarized the provisions of the bill concerning odor control for house commercial swine feeding operations (Attachment B and C).

Phyllis Woodford, Colorado Department of Public Health and Environment, described factors affecting odor from housed commercial swine feeding operations and responded to March 13 testimony on the bill (Attachment D). She also spoke in support of the bill and described a study conducted by Colorado State University (CSU) concerning anaerobic lagoons for house commercial swine feeding operations.

Dr. Jessica Davis, Colorado State University, described the CSU study concerning anaerobic lagoons for house commercial swine feeding operations (HCSFO). She also described methods for assessing odors and responded to questions from the committee (See Attachment E).
