Mr. Jeremiah Barry, Office of Legislative Legal Services, explained two potential committee bills, and distributed drafts to the committee. One bill draft concerns notification to the committee of requests for proposals relating to private prisons by the Department of Corrections (Attachment E). The other bill draft concerns the authority to use certificates of participation (COPs) to finance the construction of an institute for forensic psychiatry at the Colorado Mental Health Institute at Pueblo (Attachment F). A brief discussion ensued regarding the potential sponsorship for these bills.
