Senator Sandoval, chair, called the meeting to order. Senator Traylor, prime sponsor, explained the provisions of HB 06-1306 which requires the State Auditor or a contractor to study the implementation of the Secure and Verifiable Identity Document Act on or before July 1, 2008. She explained how bill was changed in the House to eliminate the fiscal impact.

Ms. Cindi Stetson, Office of the State Auditor, discussed how the Secure and Verifiable Identity Document Act interacts with the federal Real ID Act.

The committee questioned whether the bill should require that the auditor examine whether birth certificates issued from other states should qualify as a secure and verifiable document. Ms. Stetson explained that the auditor could perform this function. The committee also discussed whether examining other jurisdictions' birth certificates besides Colorado would cause an increased cost for the auditor.
