Representative Merrifield reviewed the provisions of House Bill 06-1001, concerning principals in public schools. He walked the committee through the provisions of the bill. The bill requires the State Board of Education to direct the Department of Education annually to survey school district superintendents who employ new principals. Representative King requested clarification of provisions for the evaluation of principals by school districts.

John Hefty, Colorado Association of School Executives (CASE), testified in support of the bill and thanked Representative Merrifield for including CASE in discussions that developed the bill. He said that the legislative declaration in the bill framed important issues for identifying and developing school leaders. He said that focus should be how to support principals as increased demands are placed on them.

She stated that building-level leadership is crucial in student achievement and that principals are instructional leaders. She discussed provisions for additions to the accreditation contract.
