The meeting was called to order by the chairman, Representative Merrifield. He announced that House Bill 06-1004 would be laid over until the committee's next meeting.

Representative Vigil reviewed the provisions of House Bill 06-1046, concerning regulation of private occupational schools. The bill, which is brought by the Legislative Audit Committee, authorizes the private occupational school board to prescribe uniform reporting policies in order to obtain data. The bill further authorizes the board to designate schools that teach students under age 16 for which applicants for an occupational credential must submit fingerprints for a criminal history check. He provided a hand-out on the bill (Attachment A).

Representative Todd reviewed the provisions of House Bill 06-1121, concerning recognition of community service performed by students. The bill requires each school district to adopt a policy allowing a student to earn a certificate of community service, which would be reflected on a high school diploma. Representative Todd distributed two hand-outs (Attachments C and D).

Pat Roles, representing Overland High School, testified in support of the bill and described the program that had been implemented at her high school. She responded to questions about the potential issues involved in implementation of a community certificate program in rural school districts. She said that she did not feel that the policy would add very much additional work or time for school districts. Representative Todd responded to questions about the types of community service that would not qualify for a certificate of community service.

Jordan Buckborough, representing himself as a student at Overland High School, testified in support of the bill. He testified to how much value community service had added to his education.

11:22 AM -- Ian Rice, representing himself as a student at Overland High School, testified in support of the bill. He said that he feels the certificate would encourage students who would not otherwise pursue community service to consider it.

11:24 AM -- Kelsey Whitman, representing herself as a freshman student at Overland High School, testified in support of the bill.

Jenny Eskola, representing herself as a student at Overland High School, testified in support of the bill. She discussed the variety and value found in community service and described some of her specific experiences at nursing homes and food distribution centers.

11:29 AM -- J. Clark Hearn, representing the Citizens' History Heroes Squadron Program, testified in support of the bill. He described the program, which is done in conjunction with Reserve Officers' Training Corps (ROTC), and the pursuits that the cadets that had participated in the program had subsequently chosen.

11:33 AM -- Andrew Kurpanek, representing himself as a cadet in the Citizens' History Heroes Squadron Program, spoke in support of the bill and described the value that community service has had in his life.

Vicki Newell, representing Colorado Parent-Teacher Association, spoke in support of the bill. She described the importance of volunteer work and spoke to concerns in certain school districts that could be addressed through community service.

12:02 PM -- House Bill 06-1109

Representative King reviewed the provisions of House Bill 06-1109, concerning measuring public school effectiveness. The bill instructs the technical advisory panel on the measurement of longitudinal academic growth to determine the method by which to identify schools that demonstrate the highest rate of growth, taking factors including school size into account. Representative King spoke to potential amendments and distributed a memorandum from the Legislative Council Fiscal Note Staff (Attachment F).

12:03 PM -- Ken Turner, representing himself as the superintendent of Academy School District 20, testified in support of the bill. He is a member of the technical advisory panel on the measurement of longitudinal academic growth, but stated that he was not representing the panel.

12:04 PM -- Rich Wenning, representing himself as an employee of the Colorado League of Charter Schools, testified in support of the bill. He also is a member of the technical advisory panel, but noted that he was not representing the panel.

Representative King responded to questions about schools that may not have much room for high levels of growth. He described the two different awards programs, the Governor's Distinguished Improvement Awards and the Colorado School Awards Program, to recognize different groups of schools. The committee continued to discuss the role of awards and money for these schools.
