Representative Butcher returned for the committee's consideration of action on House Bill 06-1160, concerning the inclusion of certain schools in the second chance program for problem students. The committee heard testimony on the bill at its February 7th meeting. Representative Butcher stated that an amendment would be proposed to allow a community college to be a provider of a second chance program.

The committee continued its consideration of House Bill 06-1150, sponsored by Representative Hefley. Witness testimony continued on House Bill 06-1150, concerning standards within the statewide system of public education. Representative Merrifield reminded the committee that it was continuing public testimony that had not been completed at its meeting on February 7th.

She testified that the bill was against the principle of local control and that her district's calendar reflected the values of the community. She reviewed the specific reasons that her district is opposing the bill.

Jim Snook, representing the Colorado State Fair as a State Fair Commissioner, testified in support of the bill. He indicated the impact of school calendar on participation and attendance at the Colorado State Fair. Mr. Snook responded to questions about the schedule for the state fair.

Representative Merrifield reviewed the provisions of House Bill 06-1001, concerning principals in public schools. He walked the committee through the provisions of the bill. The bill requires the State Board of Education to direct the Department of Education annually to survey school district superintendents who employ new principals. Representative King requested clarification of provisions for the evaluation of principals by school districts.

04:00 PM -- John Hefty, Colorado Association of School Executives (CASE), testified in support of the bill and thanked Representative Merrifield for including CASE in discussions that developed the bill. He said that the legislative declaration in the bill framed important issues for identifying and developing school leaders. He said that focus should be how to support principals as increased demands are placed on them.

04:04 PM -- Jane Urschel, representing the Colorado Association of School Boards (CASB), testified in support of the bill. She stated that building-level leadership is crucial in student achievement and that principals are instructional leaders. She discussed provisions for additions to the accreditation contract.

Representative King reviewed the provisions of House Bill 06-1065, concerning the creation of a statewide data-sharing system. The bill would direct the Department of Education to contract for the development of a statewide data-sharing system to enable participating school districts to share information electronically with the department and other school districts.
