Representative Andrew Kerr, prime sponsor, reviewed the provisions of House Bill 06-1403, concerning incentives for a school district to realign public education within the school district. He spoke about the partnerships that the bill would support. He described the implementation of the demonstration grants for preschool through postsecondary programs.

John Wahler and Connie Syferd, representing St. Vrain School District, came to the table together to testify in support of the bill. They described efforts toward P-16 education in their school district. Ms. Syferd said that the bill would help school districts that have been exploring such efforts to partner and explore P-16 projects.

Mr. Wahler and Ms. Syferd responded to additional questions about efforts in their school district and about the current discussion in this issue area.

Alex Medler, representing the Colorado Children's Campaign, testified in favor of the bill. He said that the bill allows the districts to determine what types of partnerships they wish to form.

02:05 PM -- Phil Fox, representing the Colorado Association of School Executives (CASE), testifed on the bill. He spoke about his organization's perceptions of data collection requirements, and indicated CASE's concerns about additional reporting requirements.
